I don't think she's hideous. She's clearly has a bad facial expression, like she wasn't expecting the camera to go off at the time it did. Her body is nice, though, and her face would probably look nicer without the 'derp' look to it.
The costume, I have more issues with than the woman in it.
Flash tends to make people look bad. She'd probably already been working a while so clearly she'd worked up a bit of a sweat and combined with the flash and the straight on shot it was just a bad picture.
