Ritsu is wearing the type of bikini that usually is made of thicker fabric and that can have cups or pads inserted. Yui's wearing a string bikini, which would basically be impossible to pad, along with providing no support. I know this from unfortunate beach experiences.

In the first sea episode Yui's breasts were bigger so it's only a mistake of the animators.

Believe it or not, but considering that it's been 50%-50% all along, I think it might actually just be set to that.

Yui was obviously packing padding in that size chart (as well as a bra that provided extra support), and clearly the nude filter failed to compensate for that.
