He's 13 and they won't convict him because the legal age is 14? That's only a few months. In the US the age you can be convicted as an adult is 18 but if you're 17 and you kill someone they will make an acception and lock you up. If you're more than one year younger they will still lock you up with other child criminals and then put you with the adults when you reach 18. He should not get off so easily in any case. Let's face it, that's a serial killer in the making.

I'd blame the sick kind of porn for this but I have another theory: The boy heard of sex, wanted to try it, saw a little girl(easy to lure)ready near him, got hold of her, drowned her so that she wouldn't make noise and then did his thing. It's unlikely but still possible. Maybe he had a bad environment at home and didn't learn to value human lives. I blame the damned parents as well.
