It's a joke. No one (hopefully) is actually going to memorize the equation to find the perfect angle to look up a girl's skirt.
It's pretty redundant, guesstimating a good angle is easy without juggling any numbers in one's head, the same way you don't need to know how to calculate the trajectory of a thrown ball to throw it accurately..
