Manga shouldn't be judged based on number of oppai appearances.
...But that's the point of the manga. You certainly wouldn't see people asking BUT WHER R DA BEWBZ??? if they were watching Grave of the Fireflies.
And that's why To Love Ru is an overall failure.
As an intelligent story with deep characters? Yes. As an ecchi manga that tries to be nothing more? Hell no.
It's a romance manga with a touch of ecchi.
As far as I can tell, it's NOT FAILING as it is doing quite well.
Obviously, it's expected that there are some readers who only read it for the oppai, but to use that as a basis for your judgement to call it a failure is just...FAIL.
