Nanamibeya (Sometimes NSFW) claims that tvk and chiba-tv were both called and both responded effectively "We can't tell you how many episodes but there is more than 1 cour reserved". (Note that it doesn't explicitly say the 2nd cour is Haruhi too, but there is a 2nd cour as if there is a new production.)

Did this seriously come as a surprise, to anyone? Hell, I liked the first season, but until I see a subbed episode of the new season in front of my face, there's nothing to get excited about and absolutely no point to get wound up over lame marketing bullshit.

This isn't correct - they never released full details, and kept the wording ambiguous, never actually saying what it was. The episode title is new info which confirms things finally.
