Funny, I live in Vancouver. Though I don't see Taiwanese people spit. Though I've seen people from Mainland spit here. Not only that, there are also the ones that litter a lot... of course, the littering ones also include Taiwanese people, but more Mainland than Taiwan. Not only that, Mainlanders are a lot cheaper. Last time I was at this event, they were giving out free samples of this kind of chips, and you just see these people take one, go back to the line, take another, go back to the line again, and so on, until they have a whole shopping bag full of chips. That just disgusts me.

I have seen kids pee inside the train/bus and department stores (in the kids section!!). I was in a restaurant in Pekin sitting just in front a window and saw several parents take their kids outside to pee at the tree just in front of that window. Imagine how difficult was to eat while looking at the scenery.

If I were from an Eastern culture, I would be offended that this behavior is considered anywhere near culturally acceptable. And I doubt you would be able to get away with this in, say, Singapore.

It's only reasonable considering urine and feces can pollute the ground water supply and spread disease. While in a way these days it's not necessary to go to such lengths for reasonably sanitary water (such as that is), it's this Old Law that in part created the intense distaste of excrement in any place that isn't a garden...
