If you mean the guy with the blue sword/dagger, no (unfortunately... To LoveRU is a fine loli ecchi tentacles manga, but I prefer Yabuki on action manga like Black Cat). It says that it's a new series by Yuu Watase, the author of Fushigi Yuugi, Ayashi no Ceres, etc. The title is "Arata Kangatari".

Well, little lesson for the lazy ones: in Japan, manga are usually first published one chapter per week in phonebook-sized anthologies printed on cheap paper. Then, every 2 or 3 months, the chapters are collected and published in book (tankobon) form, on better paper. Shōnen Jump, Shōnen Magazine and Shōnen Sunday are the main anthologies of the three big shōnen manga publishers, each anthology publishing a chapter of 20 to 30 manga each week. Of course, there are also anthologies for shōjo mana, seinen manga, yaoi, hentai,... The anthology format allows the publishers to do test runs for series, and to get rapid feedback from the readers.
