Hm... Maybe the monitors were put at the back so that the car behind crashes and not the driver? The driver might be too distracted if the monitor is on his / her own dashboard.

For those wondering why a van would be decorated, vans are quite popular with 20-30 year old men in Japan, they get blinged up with neons and bodykits etc the same way sports cars do in the west... I suppose the large cargo area makes up for the fact that the owners probably still live with their parents. And yes, it's absolutely absurd that they drive such large vans when the streets they live on are so small, but... that's Japan!
