I’ve seen failures in censorship as this before. One of the investigation programs on TV showed a reporter interviewing an illegal stall operator selling fake viagras on the streets. They mosaicked his face. But the mosaic kept going all over the place. Or the mosaic lags and appears after his full face is shown.
And some mosaic are just too clear.
