There is no set time, Economy Mode comes up in times of high congestion or when some sort of server overhaul is being done.
In my experience, 1900-0200JST are always economy mode. However, it seems the video servers are clustered with differing load, as sometimes one will play fine whilst at the same time another is unwatchable.
