He bought no less than 29 copies of the magazine, demonstrating a rather disturbing level of obsession; this “only” came to ¥11,020 (29*¥380), which in absolute terms may not be a huge outlay, but when we consider only a few pages actually concern the seiyuu in any way we are left with an inefficient choice of mega-purchase indeed.

This is like, one of those things I find interesting about Japanese culture... or maybe, otaku-only culture?
If you think carefully about it, the whole thing is pretty rational.
He's a fan, liked what the magazine did, decided to buy several issues to show his appreciation.
So, with that, he's increasing the issue's sale as much as he can, so it reflects on the magazine policy, and maybe influences on other future shootings from the same series/idol.
OR, he may just be some crazy pervert.
A true fan would have bought at least 30.

I dun get it, can understand buying 3-4 but 29! wth is he going to do with them.
What you need to question is, why not 30? Why 29 specifically? Is 29 his lucky number?

He's buying them for the little ticket required to enter the draw to win a signed photo.
It's nothing special, there's always a handful of crazy fans that does this when magazines/CDs/games/whatever has these draws which requires a unique ticket to enter. I'm betting that this is not limited to Japan either.
The thought springs to mind that he might be able to auction such a prize for a goodly sum.
Presumably increasing his chances by 29 times will not be sufficient to offset the acquisition costs if sale is the objective...
It also helps with the magazine sell number. If the magazine feature Asami Imai and the sell goes up obviously the magazine would be inclined to feature the person again.
