Anime stores out in my neck of the woods often open some of the cartons, group the figures into sets, and then reseal them. So it's not that difficult to get a full set, and the store can sell them at a slight markup over the unsorted figures: win-win situation. (I have full sets of Mecha Musume 1-3, hence can testify to that.) I somehow suspect that Japanese otaku would not be happy to hear this. Hmm.
