    As a girl that actually wears these things, I can tell you that panties definitely go under the garter. Using the bathroom isn't a problem, because you can just unhook the garter in the back and pull it down, stockings and all, like you would pants.

    My imaginary girlfriend says it's done garter over pantsu; the other way is just very silly and uncomfortable. She should know; she uses these things.

    Garters under panties. I voted panties under then i remembered the wife wears the garters under panties because otherwise she claims she'd have to detach the garters before yanking her panties down when she gotta go.

    Personally, I think panties then garter, ir just looks more natural, even if it isn't functional.

    It really depends upon what kind of garter belt and what kind of panties. I almost always see them over, which makes more sense to me because often the waist part is longer than the girl's in the picture. It seems like they'd be both less comfortable and kind of a waste to wear _beneath_ panties. Plus, it seems natural to me that panties go on first and then all other things.

    Pantsu is supposed to go over, so that it can be taken off without having to remove the straps from the stockings then taking them off. After all I have done it several times with my girlfriend =)

    There's no hard-and-fast rule, but in general it goes like this:

    Pantsu goes over the garter belt for actual everyday wearing.

    Garter belt goes over the pantsu for lingerie advertisements, runway modeling, and mannequins (so that the customers can get a better look at the garter belt design).

    BD and shitagi banzai have it correct: pantsu goes over garters for everyday use and romantic efficacy. However, the side-tie bikini pantsu definitely lend themselves to under-garters use... but in general it's definitely "pantsu over garters".

    It's worth noting, I think, that some women don't wear pantsu at all when stockings/garters or pantyhose are involved. My wife falls into that category. She doesn't wear pantsu when she's wearing pantyhose - she thinks it's redundant. When she wears stockings and garters she's usually irritated by how uncomfortable wearing the pantsu over the garters makes her feel, so more often than not she won't ever make it out of the house with the pantsu still on.
