When she said that, I was thinking that she was referring to just regular white pantsu because Jin was too embarrassed (and stingy) to enter a lingerie store to get her something fancy. I don't think she wears fundoshi because we're always seeing her white pantsu in the clothes basket for dirty laundry that Jin keeps peeking at.
She was referring to the frills on them when she said hers weren't like those. Jin bought her underwear in the first episode.

Is Kannagi broadcast in HD or is that an upscale?
As far as I know, the BS11 broadcast that was cancelled was definitely in HD, the Tokyo MX broadcast is either broadcasted HD or a station upscale, I'm not sure which.
Almost all 地デジ, in other words ISDB-T digital TV in Japan, is sent out as http://www36.atwiki.jp/anime-qua/ ]).
Mostly the sources are upscaled at the station, and Kannagi is one of those "surely" SDTV sources (albeit it doesn't look bad in 576p/720p if filtered well - the source is just quite soft).
