‘Why don't we all just say that the artist drew the girl and her book too big ...?’ Because that isn't the only major problem. Imagine the picture without the girl. Even now the train couldn't be much bigger, or it would crash into the wooden pole. Yet the power-lines are high up there...
To make this more rigorous, I encourage you to take profile into account. The most strange thing is narrow railway (check how shadow of the book covers almost half of it) on the horizontal line through the girl. The whole thing is messed because of it.

Speaking from an artist's stance, it's just easy most times to overlook the relative perspective of background versus character when the focus is on the character. Most likely the character was designed, and then some sort of reference was used for the background. This reference may have not been to scale with the character but once again... it's easy to get distracted by the presence of a well designed character. So that's what I think is happening with this one.

If you look closely you can see that the fifth power line does continue beyond her head. It's just hard to see against the light background.
