Kannagi Censorship Perplexes

The lagging broadcasts of episode 3 of Kannagi made by station BS-J have attracted some curiosity over the inexplicable appearance of regional physics in an otherwise unremarkable scene; above you see that the picket fence has been relegated to the status of DVD extra in their version (lower), compared to its unremarkable showing in the Tokyo MX version.
Just why the unexplained glare was introduced is something of a mystery, especially considering no other changes were visible… No nipples or pantsu seem to feature on the fence? Perhaps the scene was better served by a sudden clear up in the weather?

My guess is that they fucked up on something originally and put that there to cover it up. Im not sure if that even makes sense, but that is the best I can think of. That or it is just a joke to piss people off.
I guess that scene was a rushed drawn frame to fill the 23 minutes and 30 seconds timeslot / drawn minutes before it aired, hence the censoring
maybe the scene wasn’t drawn fully and they covered it like that.
The censored version came weeks after the original version…
im assuming that they were trying to put a gradient filter in the shot as a retake for the terrestrial broadcast but f***ed it up? since they would already be working on the dvd material and retakes…. someone didn’t qc the tape before making it to tokyo mx. hahahaha!

Or they seem to have noticed a small increase in fence support length by 5cm and thought that there was a need to censor the fence in order to lower suspicions of QC but one has to wonder if censoring the increase in length of the fence would create more of a noticeable lack of QC.
lol such minor details… or not lol thats probably the only thing that you’d notice since its not really going up a slope or if theres a gate there…
or… judging by the perspective the white background could be a white building or a white sky… or just camera contrast being simulated…
