As you can see, the vehicle is caramelldansen themed (or ウッーウッーウマウマ in Japanese), and is set to participate in the upcoming Ita-G Festa, a large and promising gathering for itasha maniacs, to be held very soon (many itasha are pictured at their site).
The car is also tied up with the marketing for some music, which I will spare you the details of.
