If they injured the man, a white gaijin, soon CNN and other news would be screaming that Japan´s police is arresting foreigners at random and beating the crap out of them just for fun, portraing the true, evil nature of japanese people.

also, in western coutries:
- UK would kill the wrong person.
- Germany would hunt an imaginary nudist for about a decade because of a contaminated dna sample (and also be smacked by the nudist).
- US would arrest the nudist as a terrorist and keep torturing him until photos of his ordeal hit the news.
- Russia and China would kill the man, arrest his famlies (and in Russia, the chief of the secret police would rape the nudist´s daughter).
