On topic:
While the guy enjo kosai-ing-it-up is not in the right at all, I think he should be spared a full penalty for coming out with what's going on. I mean, if you're just going to get punished either way no one would ever want to report blackmailing of this sort. While on the surface of the debate these men are getting their Just Desserts, the money could be used to finance other seedy operations which could be worse (dealing in drugs, firearms, etc.) Of course, I'm not saying it WILL be used for those means but we can't be sure. (Yes, I realize how super illegal firearms are in Japan but remember that politician that got shot - I think near a train station?)
Perhaps a reduced sentence or a small fine (How about 200,000yen? :V) would be more suitable.
