No they just hem them up on the waist line, and pin it in place. Just like a guy would do with a pant leg that is to long.

Because and I could be wrong, they are violating the school dress code for there skirts to be that high. This really is just a super extreme version of what most high school girls do when they are forced to wear uniforms, or have a certain skirt length.

In japan it is just more accepted if not required bravado for girls to do at that age. I dunno if they are even really doing it for guys, or if it is just a fashion trend, much like ganguro girls where in the 90′s.
