Yep… That is a courthouse, not a hospital, though the conditions this particular courthouse is in is certainly disturbing.
LOL to the sign on the third photo that says (approximate translation)”start making changes from areas/issues that the people are most unsatisfied with” perhaps the people are more unsatisfied by the legal inefficiency of the courthouse rather than the horrific filth and garbage that litter the premises.
