The newest uniform imposed on Japanese schoolgirls by the legion of perverts reigning over them is comprised of a translucent skirt for optimal pantsu visibility; or perhaps there is a less obvious explanation for this? A fortuitous shot, whatever the case.
A vague probable explanation:
Schools are getting cheaper fabrics-wise for their uniform purchases. Budget cuts? Recessions?
And so, unfortunately(or fortunately for the perverts), you get uniform skirts made so cheaply that you can see through them. :D

Well alot of light ’summer’ fabrics look fine until backlit and that what looks like is going on here.
Cheap fabrics, thats all. i don’t think sex crime will rise, most vouyeurs should be happy enough with this.
Students are active and sweat a lot in school. Thus it made sense to wear thinner uniforms. But most white T-shirts became thin and translucent after many washes. A white bra will easily show through a white shirt. Visible Bra lines can be easily seen from back. Lack of modesty? Judging from what I seen on streets, I think that most women can’t be bothered about their bra showing through their shirt. If not, surely they will change into something more decent.
I hope to see this implimented into anime/manga.
Uh… (Not that I’m trying to show off here) This isn’t so surprising, is it? The girls’ uniform skirt at the high school I attend (it’s one of the world’s top few producers of Ivy League-bound students) is pretty much the same, if not thinner. I’d expect it’s purely a practical measure.
Besides, the girls can simply wear shorts or some other clothing underneath, no? Over half of the girls at school do so anyway. And they wear really short skirts on top. Impractical and silly, but it works. For them.
