If you look closley they are infact not at all censored. And was that a female-loli alucard at the endXD?
According to AniDB (link below) the first 4 episodes of Let's Nupu Nupu were apparently scanlated, but not the rest.

There's 16 episodes, each varying from 5~10 minutes each, that scene is about the most ero it gets, though it's generally a hilarious anime, the teacher stripping all those girls is actually a shotacon and continually tries to get into the pants of the main character, a young boy in her class. Well worth the watch, if you can find it (though you'd better speak at least some japanese, as far as I know it has never been subtitled).
So.... she's the school nurse, and she's teaching them a little sex education and giving warnings about predators...? then she asks random man who's present (a teacher in shorts?) to climb into the sack with her to demonstrate coitus for the kiddies...? then the girls say something incredibly naive, and crazy school nurse decides to teach them a real lesson in what to be worried about....?????
What's the dialogue context here, am I anywhere close to being right?

I think the show is called Let's Nupu Nupu... from my basic Google search it seems to be a 10 minute anime based on a 4 Kom manga.
