I think the show is called Let’s Nupu Nupu… from my basic Google search it seems to be a 10 minute anime based on a 4 Kom manga.

They are doing a health check thing when the nurse tells them to stop because she smells a man in hiding in the room. Unfortunately, she gets heated and starts having perverted thoughts from it. When they find out it was whatever his name is, the girls tell the nurse that they don’t mind if it’s just him to which the nurse tells them that they are too naive and if they don’t mind him seeing them naked, she’ll help out to which she proceeds to rip their clothes off.
Stupid question, but…how do you download that video?
There’s 16 episodes, each varying from 5~10 minutes each, that scene is about the most ero it gets, though it’s generally a hilarious anime, the teacher stripping all those girls is actually a shotacon and continually tries to get into the pants of the main character, a young boy in her class. Well worth the watch, if you can find it (though you’d better speak at least some japanese, as far as I know it has never been subtitled).
According to AniDB (link below) the first 4 episodes of Let’s Nupu Nupu were apparently scanlated, but not the rest.
