I’d have to agree here - the statistics do tend to suggest that Japan is vastly safer than most other developed nations, and reports of petty subway gropers pale in comparison to some of what you can read about elsewhere.

A lot of sexual crime? No; certainly not any more than any other modernized first-world nation. Even if you think Japan is lying to the rest of the world and multiply their official sexual crime statistics by ten, Japan’s rates are still lower than most modern first-world nations.
A lot of sexual frustration? Yes, loads of it. There’s very little private space, and strict social rules make it difficult to find partners outside of the pink industry.

Now I understand why there’s a lot of sexual crime in Japan. Wearing miniskirts or even microskirts? That’s practically inviting criminals themselves.
